Course Objectives

The aim of this course is to enable students to understand the historical development of the Turkish economy from the Ottoman State to the Republic of Türkiye. The course aims to examine the main structural characteristics, macroeconomic performance, and economic policies of the Turkish economy in different periods within their historical context. It also seeks to help students evaluate changes in growth and development strategies, inflation, fiscal and monetary policies, budget and debt management, balance of payments problems, privatization, labor and capital markets, and key sectors, and to draw policy implications for the present and the future based on historical experience.

Course Content

This course covers the major economic periods of the Turkish economy, beginning with the late Ottoman era and continuing through the founding of the Republic of Türkiye and subsequent phases. The course includes the structure of the Ottoman economy, Ottoman debts, the founding period of the Republic, state-led growth and industrialization, the Second World War period, private sector-led growth, the planning period, economic and social crises, liberalization, inflation, unemployment, multiple economic crises, stabilization policies, and globalization. It also examines the macroeconomic performance of the Turkish economy, fiscal and monetary policies, balance of payments problems, debt management, and structural transformations from a historical perspective.

3	Debts of the Ottoman State: The Ottoman borrowing process, the reasons for external debt, and its economic consequences are evaluated.
4	Founding Period of the Turkish Republic: The economic structure of the early Republic, the reconstruction process, and the main policy choices are discussed.
5	State-led Growth and Industrialization Period: Etatism, industrialization policies, and economic development strategies are analyzed.
6	Second World War Period: The effects of the war years on the Turkish economy, resource allocation, and the economic policies implemented during the period are discussed.
7	Private Sector-led Growth Period: The increasing role of the private sector, growth strategies, and structural transformations are examined.
8	Midterm Exam
9	Planning Period / Presentations: The planned development approach, development plans, and the main macroeconomic features of this period are examined. Student presentations begin.
10	Economic and Social Crisis Period / Presentations: The causes and consequences of economic and social crises and their effects on the Turkish economy are evaluated.
11	Liberal Period / Presentations: Liberalization policies, the process of external opening, and the strengthening of market mechanisms are analyzed.
12	Inflation, Unemployment and Multiple Economic Crises Period / Presentations: The main dynamics of high inflation, unemployment, and recurring economic crises are discussed.
13	Stabilization Period / Presentations: Economic stabilization policies, structural adjustment measures, and the process of macroeconomic rebalancing are evaluated.
14	Globalization Period / Presentations: The effects of globalization on the Turkish economy, foreign trade, capital movements, and economic integration are examined.
15	General Review: The periods, major turning points, and policy changes covered throughout the course are reviewed in an integrated way.
