The Non-Thesis Master’s Program in Public Law is a graduate program designed to provide advanced knowledge and practical skills in the main fields of public law. Within the framework of the program, courses are offered in areas such as Constitutional Law, Administrative Law, Human Rights Law, Criminal Law and Criminal Procedure, International Law, Tax Law, Philosophy of Law, Sociology of Law, and Comparative Public Law, combining theoretical knowledge with practice-oriented perspectives. Through these courses, students are enabled to develop a deeper understanding of the fundamental concepts and institutions of public law in greater depth, analyze current legal issues, and develop solutions to disputes encountered in professional practice. IRather than requiring the preparation of a master’s thesis, the program emphasizes the development of analytical and professional competencies through coursework and the completion of a term project. Accordingly, the program aims to educate legal professionals who are capable of closely following current developments in public law, effectively integrating theoretical knowledge with practice, and advancing their professional expertise in the field.

The courses previously taken by the student at the institution where they were formerly enrolled are subject to transfer and recognition upon evaluation by the Head of the Department, following a comparison of their course contents with those of the courses offered in the curriculum of our University’s Non-Thesis Master’s Program in Public Law. The principles and procedures regarding transfer and recognition are determined by the Head of the Department.

The Non-Thesis Master’s Program in Public Law aims to provide students with advanced theoretical and practice-oriented knowledge in the core disciplines of public law, to enable them to evaluate current legal issues from multiple perspectives, and to enhance their professional competencies. The program seeks to equip students with a comprehensive academic background in the principal fields of public law, including Constitutional Law, Administrative Law, Human Rights Law, Criminal Law and Criminal Procedure Law, International Law, Tax Law, Philosophy of Law, Sociology of Law, and Comparative Public Law. One of the main objectives of the program is to ensure that students are able to comprehend both classical and contemporary debates in public law, improve their skills in interpreting and evaluating legal norms, and approach legal issues with an analytical, critical, and solution-oriented perspective. In this respect, the program aims for students not only to acquire knowledge of legislation, but also to develop the ability to conduct deeper and more multidimensional analyses by considering judicial decisions, doctrinal opinions, and comparative legal data together. As a non-thesis program, it particularly focuses on strengthening the knowledge and skills that students will need in professional practice. In this context, the program aims to develop students’ abilities in legal reasoning, problem-solving, interpretation, written and oral expression, and the use of scientific research methods. Through term projects and course work, the program also seeks to equip students with the ability to conduct research on a specific topic, access relevant sources, evaluate information systematically, and present their conclusions in accordance with academic standards. In addition, the program aims to strengthen the advanced legal analysis and evaluation skills that graduates will need in public institutions, the judiciary, administrative bodies, and other professional fields of practice. Accordingly, it is envisaged that students will be trained as competent individuals who are able to relate the theoretical foundations of public law to practice, follow national and international developments, produce solutions to current issues in the field of public law, and use this knowledge effectively in their professional lives.

It is governed by the Antalya Bilim University Directive on Examinations and Assessment of Academic Achievement.

Students graduate from the Non-Thesis Master’s Program in Public Law upon the successful completion of a total of 90 ECTS credits, consisting of at least ten courses—one of which is the course titled Scientific Research Methods and Ethics—with a total course load of not less than 60 ECTS, as well as the completion of a term project.

Non-thesis master’s program does not qualify graduates to apply for doctoral (PhD) programs.
