About the Program
The Public Law Master's Program with Thesis is a graduate program designed to provide advanced academic knowledge and research skills in the core fields of public law. Within the program, theoretical and practice-oriented courses are offered in areas such as Constitutional Law, Administrative Law, Human Rights Law, Criminal and Criminal Procedure Law, International Law, Tax Law, Philosophy of Law, Sociology of Law, and Comparative Public Law. Students gain the opportunity to examine the fundamental concepts and institutions of public law in depth, analyze current legal issues, and conduct academic studies by employing scientific research methods. In the thesis stage of the program, students conduct scholarly research on a topic they determine within the field of public law and prepare an original master’s thesis. The aim of the program is to educate legal professionals who specialize in public law and possess critical thinking and independent research skills.
Recognition of Prior Learning
The courses previously taken by the student at the institution where they were formerly enrolled are subject to transfer and recognition upon evaluation by the Head of the Department, following a comparison of their course contents with those of the courses offered in the curriculum of our University’s Master’s Program in Public Law with Thesis. The principles and procedures regarding transfer and recognition are determined by the Head of the Department.
Program Educational Objectives
The Master's Program in Public Law with Thesis aims to provide students with advanced theoretical knowledge in the core disciplines of public law, to enable them to examine legal issues through scientific research methods, and to help them develop a level of specialization sufficient for academic work. The program seeks to offer in-depth knowledge in the principal fields of public law, including Constitutional Law, Administrative Law, Human Rights Law, Criminal Law and Criminal Procedure Law, International Law, Tax Law, Philosophy of Law, Sociology of Law, and Comparative Public Law.One of the main objectives of the program is to ensure that students are able to comprehend both classical and contemporary debates in public law, improve their skills in interpreting and evaluating legal norms, and approach legal problems with an analytical, critical, and solution-oriented perspective. In this context, the program aims not only to provide students with knowledge of legislation, but also to enable them to make multidimensional assessments by taking into account judicial decisions, doctrinal views, and comparative legal data.As a thesis-based program, one of its primary goals is also to equip students with the ability to conduct independent research, access scientific resources, carry out studies in accordance with the rules of academic writing, and prepare an original thesis. The program aims to contribute to the training of legal professionals who are committed to the principles of academic ethics, capable of systematic thinking, able to formulate research questions, and able to express their findings in accordance with academic standards.In addition, the program seeks to strengthen the advanced legal analysis, interpretation, and evaluation skills that graduates will need both in academic settings and in professional fields such as the judiciary, public institutions, and other areas of legal practice. Accordingly, it is envisaged that students will be trained as competent individuals who can relate the theoretical foundation of public law to practice, follow national and international developments, and make scholarly contributions to the field of public law.

Graduation Requirements
Students in the Public Law Master’s Program with Thesis are entitled to graduate provided that they complete at least eight courses in the curriculum, including the seminar course, with no fewer than 60 ECTS credits, successfully complete a total of 120 ECTS credits consisting of coursework and thesis study, and pass the thesis examination.
Transition to Higher Degree Programs
Upon earning the master’s degree, graduates of the Public Law Master’s Program with Thesis may pursue further graduate studies, provided that they meet the admission requirements determined by the relevant institute for such programs, including the required grade point average, foreign language proficiency, ALES score, and other examination qualifications.
